Ai’s ENS® (Adapted into the Event Notification Service for the Florida HIE) Provides ADT Notifications to Support Florida HIE Care Coordination
The Florida Health Information Exchange, or Florida HIE, provides three HIE services: Patient Look-Up (PLU), Event Notification Service (ENS), and Direct Messaging. The PLU service connects existing health care provider networks for the exchange of health information across a statewide information highway. The ENS provides alerts to health plans about their members’ hospital encounters which the health plan then provides to the patient’s primary care provider for care coordination. Direct Messaging is a HIPAA compliant email service that allows participants to send and receive messages and attachments containing a patient’s clinical data.
Since 2011, Audacious Inquiry (Ai) has teamed with Harris Corporation (Harris) as a subcontractor, to support the implementation of a statewide health information exchange (HIE) infrastructure in the state of Florida via a Florida Agency for Health Care Administration (AHCA) four-year, $19 million contract intended to improve the delivery and coordination of healthcare throughout the state. Through this work, the Florida HIE has expanded its ENS network in the past few years to include over 200 hospitals and four health plans.
Ai currently subcontracts to Harris Corporation as the vendor for the HIE’s Event Notification Service, powered by Ai’s ENS® solution. ENS allows health plans to receive timely and secure notifications from Florida hospitals regarding the admissions, emergency department visits, and discharges of their members. Health plans then provide this critical information to the primary care providers and patient care teams of their members. As of October 22, 2015 more than 1 million Floridians were covered by the ENS run by the Florida HIE.

It’s great to see a high level of participation in this service and we look forward to more partners joining by the end of the year.”
In deploying the service, Ai assisted Harris with the mapping and validation of HL7 feeds from over 200 hospitals across the state of Florida. Ai also provided subject matter expertise for Harris’ implementation and configuration of a Mirth Match master patient index (MPI) to support the overall ENS infrastructure.
Ai brings to the Harris team an intimate knowledge of best practices surrounding state-level HIE implementation and adoption through Ai’s extensive work with CRISP, Maryland’s HIE, as well as interoperability and EMR implementation experience with healthcare provider organizations. Ai has staffed the positions of Adoption and Outreach Coordinator and Deputy Program Manager on the Harris team. The solution implemented in Florida leverages CONNECT, the open-source, standards-based platform that Harris developed for the Office of the National Coordinator for Health IT, to facilitate connectivity to the Nationwide Health Information Network (NHIN). This approach will enable AHCA to efficiently adapt to changing health policies and technologies, while minimizing the total cost of ownership and building on existing regional investments in a connected Florida HIE.
