Since 2011, Audacious Inquiry (Ai) has teamed with Harris Corporation (Harris) as a subcontractor, to support the implementation of the statewide Florida health information exchange (Florida HIE) infrastructure via an Agency for Health Care Administration (AHCA) four-year, $19 million contract intended to improve the delivery and coordination of healthcare throughout the state of Florida. The Florida HIE provides three HIE services: Patient Look-Up (PLU), Direct Messaging, and Event Notification Service (ENS). First, the PLU service connects existing health care provider networks for the exchange of health information across a statewide information highway. Next, Direct Messaging is a HIPAA compliant email service that allows participants to send and receive messages and attachments containing a patient’s clinical data.
The Florida HIE ENS service enables health plans to receive timely and secure notifications from Florida hospitals regarding the admissions, emergency department visits, and discharges of their members. Health plans then provide this critical information to the primary care providers and patient care teams of their members for care coordination.
Through this work, the Florida HIE has expanded its ENS network in the past few years to include over 200 hospitals and four health plans. Ai currently subcontracts to Harris Corporation as the vendor for the HIE’s Event Notification Service, powered by Ai’s ENS® solution. As of October 22nd 2015, more than 1 million Floridians were covered by the ENS run by the Florida HIE.
“The Event Notification Service is a huge step toward opening up the lines of communication and streamlining the transition of care between hospitals, other treatment facilities and health plans,” said Agency Secretary Elizabeth Dudek. “The introduction of this service benefits the patient by coordinating care, minimizing visits to the emergency room and shifting the focus to proactive and preventative care. It’s great to see a high level of participation in this service and we look forward to more partners joining by the end of the year.”
In deploying the service, Ai assisted Harris with the mapping and validation of HL7 feeds from over 200 hospitals across the state. Ai has provided subject matter expertise for Harris’ implementation and configuration of a Mirth Match master patient index (MPI) to support the overall ENS infrastructure. Ai also brings to the Harris team an intimate knowledge of best practices surrounding state-level HIE implementation and adoption through Ai’s extensive work with CRISP, Maryland’s HIE, as well as interoperability and EMR implementation experience with healthcare provider organizations.
About Audacious Inquiry: Ai leverages domain expertise in health information technology and policy to offer bold technology solutions that are leading the way to smarter delivery of healthcare. Ai’s implementation of master data management (MDM) tools to enable health information exchange has set the standard for state HIEs throughout the nation. Ai’s ENS® provides real-time notifications and clinical summaries to primary care providers, payers and other stakeholders coordinating care for patients. ENS technology sends hospital inpatient and ED admission, discharge, and transfer (ADT) event notifications securely, between participating hospitals and inter-state among connected HIEs (i.e. Maryland, Delaware, and DC exchange ENS events). Since 2013, ENS has delivered over 10 million notifications, and served over 12 million subscribed patients in Florida, Utah, Delaware, and Maryland, as well as metro Philadelphia and the District of Columbia. ENS powers FLHIE’s Event Notification Service, DHIN’s Encounter Notification System, UHIN’s cHIE alerts, CRISP’s Encounter Notification System, and HSX’s Encounter Notification Service.
